Located in the Brumby Ward of North Lincolnshire, Westcliff sits within one of the 10% most deprived communities nationally and was previously highlighted in the documentary Skint. Determined to help reshape the area’s future, Ongo Developments, in partnership with North Lincolnshire Council, committed to delivering a new neighbourhood centre before demolishing the failing precinct it would replace — ensuring the community saw positive change first.
GS Kelsey led the construction of the £2.5m, 1,250m² hub, designed by Framework Architects. The scheme provides a One Stop store, three local retail units, a Co-operative pharmacy, and a wellbeing and enterprise hub offering a nursery, café/bistro, post office, training support and flexible workspace.
Delivered on a complex brownfield site, the project achieved a BREEAM Good rating and Secured by Design accreditation. Close collaboration with Building Control, tenants and stakeholders ensured energy efficiency targets, fire compliance and fit-out requirements were successfully met.
With 90% of the workforce sourced locally — generating nearly 3,000 person-days of employment and supporting two apprentices — the scheme is a strong example of community-led placemaking. Now managed by Ongo Homes, the neighbourhood centre acts as a catalyst for wider regeneration and a renewed sense of pride in Westcliff.By combining commercial insight with practical design solutions, we ensured that a project at risk of being shelved due to budget pressures was successfully brought to life — creating a sustainable, modern community asset that will serve its users for years to come.
